BACKGROUND
The Office of the Law Revision Counsel of the U.S. House of Representatives has prepared a draft bill (and accompanying explanation) to improve the United States Code by incorporating in chapters 4, 10, and 131 of title 5, United States Code, amendments that, under section 5 of Public Law 117-286 (136 Stat. 4360), are deemed to amend those chapters. Those chapters were enacted by Public Law 117-286 (136 Stat. 4196) to restate the Inspector General Act of 1978 (formerly 5 U.S.C. App.), the Federal Advisory Committee Act (formerly 5 U.S.C. App.), and the Ethics in Government Act of 1978 (formerly 5 U.S.C. App.) ("source Acts") as they were in effect on October 19, 2021 ("cutoff date"). The bill was made necessary because amendments to the source Acts were enacted after the cutoff date. To incorporate those amendments in chapters 4, 10, and 131 of title 5, United States Code, the bill amends those chapters directly based on the amendments to the source Acts enacted after the cutoff date.
The bill was prepared by the Office of the Law Revision Counsel as part of its ongoing responsibility under 2 U.S.C. 285b to prepare and submit periodically to the Committee on the Judiciary of the House of Representatives proposed bills to maintain titles of the United States Code that have been enacted into positive law. HISTORY OF ACTIVITY INCLUDING PREDECESSOR BILLS

May 18, 2023.—The Office of the Law Revision Counsel submitted an initial draft bill (and accompanying explanation) to the House Committee on the Judiciary for introduction in the 118th Congress.
- February 7, 2024.—The Office of the Law Revision Counsel submitted an updated draft bill (and accompanying explanation) to the House Committee on the Judiciary for introduction in the 118th Congress.
- February 13, 2024.—H. R. 7326 (118th Congress) introduced by Rep. Bentz and referred to the Committee on the Judiciary.
- February 15, 2024.—H. R. 7326 (118th Congress) ordered to be reported.
