BACKGROUND
Prior to 2002, preventing terrorist attacks in the United States and otherwise securing the homeland was the responsibility of various entities of the Federal Government. With the enactment of the Homeland Security Act of 2002 (Public Law 107-296, 116 Stat. 2135), the responsibility was assigned to the Department of Homeland Security. Since then, various laws have been enacted to make the carrying out of that responsibility more efficient.
The bill gathers provisions relating to domestic security and restates these provisions as a new positive law title, title 6, Domestic Security, of the United States Code. The new positive law title replaces the former provisions, which are repealed by the bill.
The bill was prepared by the Office of the Law Revision Counsel as part of the Office's ongoing responsibility under 2 U.S.C. 285b to prepare and submit to the Committee on the Judiciary of the House of Representatives, one title at a time, a complete compilation, restatement, and revision of the general and permanent laws of the United States.
